Yes, and yes
To further elaborate, the rules around uniform hats is entirely different than casual hats, you are supposed to remove a casual hat as a sign of respect while a uniform hat inherented the rules of helmets and are treated closer to combat dress. Is it a bit stupid? Sure, but it's entrenched in old as fuck traditions and customs that go back at least to the medieval period.

You take your hat off to go to church, which he supposedly does all the time. You take your hat off at the dinner table for gods sakes.
