This kind of infrastructure could be misused — especially in less democratic countries.

why is then that the so called "less democratic countries" are not implementing this? the only examples in the article are south korea and singapur which are somewhat implied to be exceptions. does the writers actually read what they write at all?

Less democratic countries such as the UK, which has a monarchy and an upper house of parliament made of hereditary lords and representatives of the state religion.
