The rainbow road has shut down because the coins used for roads have been given to Waluigi to fund homing bullet bills in the dry dry desert. Also, we've increased the funding for sniffit patrols by 200 million coins.
You still get 12 courses you get to race on, you just can't access the special cup like we can
