Im picking which ever ends in the complete destruction of the German State nerd 
It's telling that they believe pardoning Hitler would guarantee he survives.
As we all know, no one is allowed to be mad at you anymore if the government pardons you.
If a bad guy is sorry then they shouldn't ever have to face justice but instead team up with the good guys to beat the other even bigger bad guys (the soviet union)
