I think you can tell he was being tongue in cheek about it, and I am willing to bet the next few seconds after the clip would've been the audience of graduates laughing. The framing made it seem like he said this while getting booed.
It reminds me of when Obama joked about drone striking teenagers at a White House Corespondent's Dinner. This is admittedly less ghoulish.

Specifically he did the weird possessive dad thing about his daughters warning any boys that think of dating them that he commands the drone program. So double gross.
