Is this dam collapse the cause of the floods or in addition?
The cause of the flooding and perhaps the dam was a storm.
The dam collapsed due to flash flooding due to storm Daniel which dumped a much higher than normal amount of rain.
I've read that the equivalent of 250 days of rain fell in one day, to give some perspective
