While a cool photo, the distance that wheel is from the car would suggest it's not the moment of impact.
If you want to be pedantic, the moment of impact wouldn’t show any visible damage on the car yet.

How much do AM get fined for that wheel being loose?
I feel like the repair of the car is probably fine enough.
I don’t think they get in trouble for the wreck being so violent it broke the chain, you’re never going to be able to enforce a chain never breaks rule because a non-breaking chain doesn’t exist
