Fact Car 1 unnecessarily impeding cars exiting the Pit Lane at 21:14. Infringement Breach of Article 37.5 of the FIA Formula One Sporting Regulations. Decision Reprimand (Driving). This is the driver’s 1st reprimand of the season.

So if the precedent is there's no penalty for stopping there, then conceivably you could park and wait towards the end of a session, then go at the last second so other people queued behind you couldn't complete their out laps in time?
