There are multiple definitions.

Sometimes, it's just short for economic neo-liberalism (like the Marxist academic journal that I'm reading right now characterizes certain people in the field of economics).

Other times, it's basically your average Democrat.

Liberalism itself came out of the late 1700s and generally stands in contrast to conservatism.

Generally, it means paltry welfare state and social privileges or rights for minorities under capitalism, though this is often contested.

Think of liberalism's definition and then think of how fascism is defined and it leaves a lot open to interpretation.
