This makes me wonder when the last time was where you could, in theory, browse the entire internet. Probably the mid-90s?

Don't think it was ever possible.

Back then a lot of the internet was deep web. It wasn't indexed, so unless you knew the exact adress you'd have a hard time finding it, if at all.
