I'm 99% sure that that's what he was saying way back when, that the future was electric cars and since the other manufacturers weren't going to start making them without an incentive, he decided to "do it himself" to give them one and he would gladly leave the market once his involvement wasn't necessary anymore... But that was back 15 years ago so pretty hard to find any sources for what I remember from back then...

Even if he did say that his intentions weren't that. He 100% definitely didn't intend to build up a brand then just, like, quit when he got done competition. That's not how hoarder billionaires operate. Except for Twitter, I guess, but I'm also pretty convinced he was directed to destroy that's and was probably paid to do so.
