High speed rail is definitely something that's important internationally. If done well, it could replace a bunch of polluting flights with a train trip
It’s about high speed rail? I really couldn’t figure that out from the article. I guess HS2 stands for “Highspeed 2” or something?
In that case, yes, it definitely has a European dimension. I retract my objection.

But the article could have used the word “rail” just once. It would have been enough.
In the UK hs2 is a very big thing and this article was written for them, here you would have to be living under a rock not to have heard of it.
I would not expect Europeans to know so the op posting here should make it clear,
