There is no context and nothing specific, as the headline makes it seem. He is just putting out phrases in an interview:

"Wars develop in phases," Stoltenberg said [...]

"We have to support Ukraine in both good and bad times," he said.

"We should also be prepared for bad news,” Stoltenberg added [...]

[...] Stoltenberg said. “The more we support the Ukraine, the faster the war will end."

The article is light in new information. He's basically saying let's continue to support Ukraine.

Ugh they are also the ones dumping this stupid celeb news on Samsung phones (called upday). First thing I remove from my phone, unfortunately Samsung still dumps it on every phone (be careful it often runs in the background without noticing, and it's built into the home screen).

The fact is that if even European official admits it, then it must've been bad for UA for a good half a year if not a year already.
