Toby Fox contributed to Pokemon Scarlet / Violet's soundtracks.
I didn't play any pokemon passed Sun/Moon and i skipped from gen 3 to 7 straight, so i wouldn't know. There's still a lot of great music in Sun/Moon/Ultra though, like mother beast lusamine and ultra necrozma theme.
Penny's battle theme seems to be the go-to. No idea if it's Toby's doing. (But probably not, or all the remixes and covers would proudly exclaim it.)
