The 4 HP (3 kW) max power and 31 mph (50 kph) specs heavily suggest this was tailored to California moped laws, and similar states. CVC 406 defines a moped, where one can just pay a one-time $23 registration fee and obtain a plate, but doesn't require insurance and can be ridden by anyone over 16 possessing an M1 or M2 license/endorsement.

That could be rather compelling, and is a realm the Light Bee X cannot occupy, although people have apparently fudged the registration for the X to get a plate anyway. I'm not too familiar with Surron's full lineup, if they already had other bikes that fit this niche. It makes sense to have one bike to ride at an OHV park, but which can also get there on public roads with proper legal cover.
