An US police department, underfunded? Just sell some of the military equipment you're getting way too much of, and you should be fine.
It's not underfunded, it's just obscenely corrupt and with a justice system that neither rewards enforcement nor rehabilitation.
The entire US justice system is "punishing those we catch to discourage those we don't." It's somehow the worst of both worlds.
