would a federated open source d&d universe ever be reality? like have a whole world that is created by contributors, similar to openstreetmap (but not irl obviously)

i was thinking more of like something that's an ever changing world where other campaigns would affect and change the landscape i dunno how hard it would be to make it troll proof though :/
