Putin propaganda like "Canadian MPs clapped for a Nazi," which definitely didn't happen.
He "apologised" for Canadians being embarrassed towards others. Not for his own and his office's own fuck up to anyone once you listen to want he said. I watched that exact same Press conference, not once did he actually personally apologise. BBC is letting the truth slide a bit, between the lines.
Why? The Speaker office "Hosts" guests when at Parliament, the invites themselves in this context are done by the Office of the Prime Minister. Trudeau is leveraging people's ignorance on protocol to weasel out. He does this a lot and usually gets away with it.
Many people may not know, but it is the PM Office's that does the vetting for ALL guests of this type to Parliament, his public relations including the public messaging that includes other Heads of state, Zelinsky was there too. They are just throwing the Speaker under the bus, because Trudeau never admits direct wrong doing.
One would have assume that he or Zelinsky would have known what side that Nazi would have fought on if he "fought," against Russia in WW2. You know, an Ally to the Allies in WW2 at this point.

This is Canada's main National Newspaper and touches on it:

It did happen, but they didn't know he was a Nazi at the time. Has nothing to do with Putin either, just someone trying their best to discredit Trudeau.
It does really say something altogether else when members of the Canadian parliament cannot put together in their brains what it means when you "fought against the Russians" during world war 2.
You say Canadian parliament invite people without any background checks about them? Not to mention Trudeau met him before.
No, you might maybe excuse some of the parliamentarists (which also tell volumes about their laziness, indifference and maybe flat out stupidity, all three a damning things for their position), but they did invited a nazi knowingly and organised an ovation for him.
I think the whole things just points to how unimpressive our political leaders are.
Nothing. Trudeau blamed "Russia Propaganda," for the fuck up of his own office inviting a SS officer to Parliament. It was both stupid and surreal for him to do so. I watched the Press conference where he did that.
It seems to be his recent catch-all excuse for a number of things.
