Not quite what you asked for but can be pretty useful - Image toolkit
You can use Fossify gallery with this app to get some basic editing done.
I'm impressed with this app. The dev has really been putting the work in.

Indeed, for some reason it's just called "Image resizer", while the actual amount of functionality is astonishing. There's everything you could think of while processing images.
It's amazing, just got it recently
