I could easily find this online but is there a reason for the sudden shift?

The answer to why there was a shift from jpeg to webp

WebPs load faster because the file sizes are smaller (at equivalent image quality). There are other benefits, too, but I think that's the main one.

I don't know how it compares to JPEG XL.

JPEGXL is much more efficient in mg experience. They can convert jpeg into jxl with mathematically loseless and visually loseless, saving like 50-60% of the space from jpeg. Only problem is there are almost no gallery apps for android that can view them
