Gnome is finally getting VRR added in version 46. A freeze break was requested and accepted to get it added as an experimental option. Awesome!

Awesome!! Would that include any sort of UI change so that users are able to toggle VRR via settings?

No, not out of the box. Since it is an experimental change, you have to enable the gsetting through the command line. After that a toggle should be shown in the settings' page
