I'm not sure your region, but discount grocery stores are a thing, and offer up very good deals. E.g., 25 cent cereal boxes.
Target and Trader Joe's have staples like plain pasta sauce, beans, rice for very cheap - about a dollar per jar/can/pound. There's also food banks as a source of some basics.
