MODERATORS
Not all American nationals are American citizens. For example people from American Samoa, are US nationals, but not US citizens, so they need to check the non-citizen box when getting a passport.
That’s fair, and SovCit stuff usually is a contortion of something real. I was thinking about people who live and have always lived in a state who are trying to pull this.
