This fits the dems playbook perfectly. You promise something you know you can't deliver on. Then you put a high profile person in position of power to make it seem like you are serious about fixing said problem. don't do anything your whole term, probably make it worse and then when it comes time for election season make a grandiose promise that you also won't keep if you get re elected, but hey it sounds good right?
