The US only has to threaten withdrawing support and Israel backs down. See how limp Netanyahus response to Iran's attack in April was. Biden didn't want an escalation so nothing happened.
Israel is finished without the unconditional support of the US and they know it. The only reason they act with impunity is because of the shield the US provides them with.
