If I remember correctly, having a refinery was a big goal for AMLO, so this isn't very surprising.
Thing is the oil industry is one of Mexico's greatest sources of wealth. In a sense it's part of what keeps them from being a third world country.
Killing multiple candidates in elections is not third world enough for you?
Remember: she won because the mafia allowed it.
