I was wrong! Totally a spray tan.

Biden seemed relaxed and confident, striking a clear and crisp tone and looking tanned and rested

The (presumably) white doorframe(?) on the left edge of the screen does tilt toward red tint-wise, so it could be a color balance issue. ~~Guess we'll need to see more pics tomorrow to confirm.~~
