No, you're thinking of Lach who as far as I know is still alive. Deadlock is that cyborg guy from Marvel comics.
Ackchyually, you're referring to Deathlok. Deadlock is a cartoon metal band from the mid to late 2000s.

Eh I just misspelled it, the spirit, pronunciation are still there. I consider the chain in tact.
