MODERATORS
Considering they let open Nazis run rampant on their forums...
I got quite a lot of open fash comments removed from steam forums so they do moderate them somewhat at least, but idk if any authors of them got banned.
You gotta report them and it takes a bit of time but there is some moderation that happens on steam. At least enough to piss off some fashy gamers
