Yeah. Not to be all "X, Japan", but I have to imagine the roughest neighborhood in Tokyo is still walkable, populated, accessible to transit, not a food desert, etc.
No, every street corner in Tokyo has street fights where people do pro wrestling moves, hit each other with bicycles, and roll bowling balls at each other's feet, according to the most realistic video game ever made.
