does that kind of a fine, after delaying payment for 7 years, even matter to a giant like google?

Yes, but not really.

Google's market cap is at 1.8 trillion.

This would like an average person getting a 100 dollar fine maybe. Which sounds like nothing, and it kind of is, but also even though the market cap is that high, 2.7 billion is still a big number that would cause issues with investors, board members, etc.

But really, not that big of a deal for google IMO.
