i mean, to me it very much looks like a corset/bodice/bodysuit, considering the lace goes right down to her crotch, but either way we're now entering 'she dresses horny because it makes her feel empowered' territory of male-driven treatistry
The books do mention her having a bodysuit that she wears underneath power armor before, so it's probably supposed to be that. No excuse for the gratuitous cleavage beyond she wants to look sexy while shooting things angle though.
