The Samson option is a "last ditch effort" thing where if the Israeli military thinks defeat is imminent and inevitable they'll basically commit mass murder/suicide. And part of it was (allegedly) aiming nukes at Europe. If they're willing to hit Europe, there's no barriers left. And if Israel does launch a nuke, there's a significantly real chance that Israel itself will be totally leveled by... who knows at that point.
Not to mention China, Russia... the entire world... is gonna be "wtfing" to the highest degree possible. Like if there's fucking ICBMs flying, well, this is literally the plot of a ton of end of the world books/movies for a reason. Shit happens, "accidents" happen, and it's part of why every country on earth (minus the nukes on Japan when only the US had them, ICBMs hadn't become a thing, and the whole Mutually Assured Destruction concept hadn't come around yet) has been very "No nukes! Not for any purpose!" all throughout until today. Like everyone understands it's doomsday shit. Not to do that thing people do where everything is the end of the world, but nukes launching basically in any context deserves the realistic acknowledgment.
And of course this is all framed from a self-preservation standpoint because I want to emphasize how out of touch, insane, frankly stupid and evil the top leaders are in Israel and US (EU too- don't hear them condemning all this shit).
My point is Bibi won't be needing more weapons at the point he chooses to launch nukes. It means he already lost, he's just throwing wildly, knowing he is surely doomed and probably his entire nation and he would be trying to take us all with him. Or at least Iran.

Everyone except the arch-ghoul Kissinger and his merry band of war criminals. IIRC his initial political rise had to do with the book he wrote about "tactical" nukes. His thesis was something like, "ok, maybe big nukes are bad, but we can use little ones. As a treat".
