Even if it's you + spouse + 8 kids, kids below a certain age don't need a phone and kids over a certain age should pay for their own damn phone.

Business should pay for that, not the person.
If it's a small buisness (10 people) the "business" is you.
If he's running the business from his personal account, he's doing it wrong.

My idea wasn’t so fun …. Extended family. For example, my immediate family is four phones, plus I pay for my Mom’s
