I always thought that folks should have the right to decide what goes into their bodies, but also that they don't have the right to put others at risk, and that they shouldn't have their livelihood put at risk for exercising their rights.
If it's not possible to strike a balance here, then I'd say the 2nd statement (not putting others at risk) becomes the most important one to uphold. Especially in a public duty position like a police officer.
The way I would square the circle here is to put all these officers on desk duty while working from home.
