He figured out he can just pardon himself. He doesn't care how corrupt and amoral this makes him look. Shame is a distant, foreign concept to him.
Using Trump logic, the next president could still deport him to a foreign prison. If the supreme Court says, "You can't do that.", the president can say there's nothing they can do to get him back now.
