A Petro-state will literally die before fighting fossil fuel use.
Russia is fighting on the side of climate change, not against it. Their entire economy is based on petrol and raw material exports. Hell, they might actually come out ahead if some of their territory turns temperate in a warming climate, while it wreaks havoc on their enemies. Muh warm water ports.
