I can only assume I was mentally sort of blending Pani Poni Dash (26 episodes, high school, 2000s, "popular but just OK IMO"), and maybe Josee, The Tiger and The Fish (romance, girl looks short due to her wheelchair, but nothing else matches the description). I do sort of recall saying something about "disability" in the dream, so Josee seems like a likely inspiration. Aharen-san wa Hakarenai and Love, Chunibyo and Other Delusions also have some traits in common.

So... I guess if you stuck those four anime in a blender you'd end up with Not Toradora.
