Notwithstanding any other provision of law, during any period in which Zohran Mamdani is mayor of New York, New York

(1) any unobligated Federal funds available for New York, New York, for any purpose are hereby rescinded; and

(2) no Federal funds may be obligated or expended for any purpose to New York, New York.

This seems totally rational and beneficial for Americans and definitely not purely vindictive in pursuit of a culture war.
