You know its interesting how the redactions are, I guess they were made at different times but people with varying level of competencies/motivations. If you select the text you can see which reactions are done properly and not:

There is a gap in the selection for all but 2 of the redactions (circled). Those 2, the selection highlight is continuous which indicates the text behind the black box. (In this case the text is "III", which throughout this document is used to refer to whomever they are discussing.)

Importantly, that's a report from 2020 of their recollection of the events of 1995, not a contemporaneous report. But I'm sure the events described could be verified and cross referenced to check it. I'm also thrown by that last bit, someone tried to set this person up as the OKC bomber?
