What does that even mean? They don't alert anyone to their presence so if you're flying a drone and they drive up, you are just instantly commiting a crime?

Moreover, it says that they are getting scared of the capabilities of drones as guerilla weapons.
This is basically the premise in Star Trek TNG S01E08: "Justice", which was absurd in 1987 and is absurd now.
