There's no indication that this is a functional weapons system. The entire article appears to be hyperbole from this research paper by Wang Gang, titled: Development of a 20 GW compact lightweight Tesla-transformer pulsed power driver. If you look up Wang Gang on Google, it appears that they've been researching this for close to a decade now at least, and this is their latest system/prototype. The research is very cool, the apparent results are:

The developed pulsed power driver delivers a peak output power of 20 GW, a pulse duration of 50 ns, a pulse flat-top fluctuation of less than 2%, and a maximum repetition rate of 50 Hz. The system has demonstrated stable operation over continuous one-minute durations, accumulating approximately 200 000 pulses with consistent performance. The driver’s overall dimensions are 4.0 m (L)×1.5 m (W)×1.5 m (H), with a total mass of approximately 5 metric tons.

Compared to the conventional 20 GW Tesla-type pulsed power generator, this driver has achieved significant improvements in power density and miniaturization.

Very interesting.

As for high power microwave weapons, the US has them, they even have cruise missiles that can by carried by bombers and tactical fighter aircraft that replace the warhead with a high power microwave generator, with over 100 pulses per cruise missile. (CHAMP/HiJENKS). It's possible that these were used in the attack on Venezuela last month.

This isn't a weapon at all, this is just a power source that outputs a lot of energy very quickly for a short time and by short it's .000000050 second pulse durations.

I don't even think you could make a weapon with this, this seems more for powering Radar or Lidar systems if you would use it for military applications

I think the most interesting part is that this tech could be used to disrupt US satellites. The US is highly dependent on stuff like Starlink as we see in Ukraine right now, and if China can make their satellites go blind, that will be a huge problem for the US military. Weapons targeting, surveillance, communications, etc. will all collapse at this point. The US didn't really plan for tech that could disrupt their satellite networks when they structured this stuff.
