The asshead in charge of the investigation is a cop stooge. Ryan Teschner is a lawyer and former Toronto Police Services Board executive director. He is going to investigate really hard, and find none of them ever did anything wrong.

Cops that are willing to hold other cops accountable don't end up having much upward mobility within the ranks. You don't get to a position where you are investigating the police, but being good at investigating the police.
