Economy's gotten so bad that the soldiers are forced to bring their own drugs these days instead of being handed them in ration packs.

Submarine crews rotate between active duty on the vessels (in port or at sea) and active shore duty. The testing showed 175 submariners positive, of which 52 were on board at the time of testing. It’s a bit rich to make the distinction as they’re still on duty, and are we really saying the cokeheads go cold turkey when they leave port? Even if they do that’s a massive issue in its own right.
