When they want to arrest too many people they use zip ties. They still use cuffs and generally overtighten them as a form of punishment when individuals are being arrested.

The lady showed up to the No Kings protest prepared to be arrested and dressed for the part, and the photographer was looking for a great shot to match it. The cops, being complete idiots, decided that they would handcuff lady liberty, never considering the context of the situation or that they are, in fact, the bad guys of the photo.

This means that they look like Renaissance art in their composition, their coloring, their saturation, the angle of the scene, the types of settings, etc.
