When they want to arrest too many people they use zip ties. They still use cuffs and generally overtighten them as a form of punishment when individuals are being arrested.

The cops, being complete idiots, decided that they would handcuff lady liberty, never considering the context of the situation or that they are, in fact, the bad guys of the photo.
