There are reasons people have second homes. There are few reasons people have a second home that costs more than $5 million dollars. If they make enough money that it would be the reasonable way to have a second home, they should be paying more taxes on that wealth.

Make the tax directly proportional to the number of unhoused people in the city. It created an incentive for rich people to actually fix the problem.

Tax on second home in the same state is a good thing, tax on third home anywhere is also good. Prohibit companies from owning homes too would be nice :)
