Why are the streets so empty on the top image? Its obvious why on the bottom, but only a handful of cars and no people at all.

Is it a render image from mapping software or something?

You can edit people out of busy areas by taking multiple photos and stitching them together. Not saying that's definitely the case with this picture, but it's easily a possibility
