Police, however, told the station that while the department is aware of the complaints, officers cannot arrest the man since no crime has been committed.

...the paragraph above says he is breaking in to locked private property and exposing himself, that seems like crimes. Can't help but think this reporting is missing some key aspect of why this is an issue.

I was ready to say "I'm glad they're not arresting someone for nudity." and the claims he's fondling himself might be the residents trying to embellish it to paint him in a bad light, but there's literally a picture of him (or someone) climbing into someone's window. How is that not an open and shut case?

Like it would be good for America to be less uptight when talking about nudity, but this isn't the poster child of that.

I think you just need to revise which senses you're using to assess it. It may only look like a couple of inches... but give it a sniff, and you'd swear it's a foot!

Cops are just lazy fucks. Call them about any crime and they can't be bothered to even pretend to care anymore. I had a neighbor's car theft recorded on HD with the thieve's faces, plaates etc. The cops were so uninterested, took a week to collect the footage, and nothing came of it. Neighbor and I managed to track down the thief's truck and called the cops with an address, they instead chewed us out and did nothing about the thieves

I remember when our aparment's old naked man got taken away. It brought everyone out and and we made friends and started hanging out regularly.

Thanks old naked dude! (jk he was a perv who knocked on women's doors naked)
