Boeing has bad operations and engineering, instead relying on "neutral" government support to cut out competitors.

Let us not forget deregulation. The airline industry will save money wherever possible to make a buck, and they did the math on this type of quality control. In other words, it's Boeing along with every single Boeing customer.
