Maybe it's an app/webapp being rendered on an LG Android phone.

For some ungodly reason, that was the default system font for a lot of them. Possibly all, but I haven't have any experience with them in quite a while.

What I love about this is the fact that they think if they write something on a piece of paper it automatically makes it true. I wonder if they try to use their own currency too.

They're nuts, but also they pick any piece of paper from the last 350 or so years, and decide what rules apply to them.

If back when we all had horse carriages there was a law that said roads belonged to nobody and people can travel freely to avoid extortion, they now state that a US code gives them the right to travel by car modern roads "freely and without hindrance". The "red sharpy, double copy" procedures are the same, some equivalent of an old way to record stuff.

Like with flat earth and "income online" scams the people driving these "discoveries" are in it for the views, targeting the dumbest people they can find.

Flat earth actually started as a joke, but got out of control.
